All people, regardless of gender, like to be treated with respect and kindness. Context is important, too. You are more likely to attract a woman (or man) within a relaxed, respectful and structured social context: a classroom, gallery opening, potluck dinner, etc. Propositioning a stranger in public is generally rude.

Find out who her best friend is, and if possible mke friends with her best friend's partner. If her best friend doesn't have a partner, make friends with her/him and have this person vouch for you before approaching the woman directly. It's respectful to be interested in the social circle of a woman before attempting to attract her.

You attract a woman's interest by not trying to attract a woman's interest. Women can sense when you are trying and that is a sign of being desperate.
