I have a 21 hp Briggs & Stratton.

The carburator has an idle speed screw with a tapered end. Simply start the mower and let it run while you turn the screw clockwise and counterclockwise. One direction will speed up the idle and the other direction will slow down idle.

there should be a small screw on the carb it adjusts the idle clockwise should be slower just do a touch at atime

The idle on a lawn mower could be adjusted by governing the air filter to a optimum level to function properly.
