Are you referring to games played inside chat rooms? If so most of the time they are word/spelling/trivia games set up by a automated program to send out a question and read all reply's and find the correct answer. It is very simple, most starting programmers can do this as you can find sources to them everywhere.

It really depends on the game. You play a role playing game by pretending to be a character and responding to what other people say in character. I have never played any other type of chat room game so I recommend looking up the rules for whichever game you're thinking about playing.
