At that age, your dog must be in excellant health to undergone a surgery, otherwise he may suffer from a hearth fealure. Also, his kidneys should be check to make sure that they are doing fine.
Your vet will definitely tell you if there are going to be any risks at which point you can decide whether to proceed or not. I had an 18 year old cat that had surgery once and went through it with flying colors.
