Two major reasons the government might restrict importing are: trying to protect a domestic industry by preventing foreign products from arriving on the market and there might be health risks associated with allowing various foods/animals/plants from entering (they could be carrying some sort of disease that could harm humans or other important resources such as food and water supply.
