How can I tell if my engine has seized?

Take the serpentine belt off the engine and take a big crowbar and turn the crank pulley and see if it moves freely. If not the engine is seized.

If your engine has seized anytime you try to start it it will not even try to turn over. Most of the moving parts will be locked. If you try to start your car and it sounds like it is attempting to turn over then more then likely your engine is not seized.
