Low weight and repetitive motions with the arms will tone them as well as burn off fat tissue. The best way to reduce fat is to reduce caloric intake and to do cardio vascular exercises which will burn calories. Until your body begins burning more calories than you take in, you will not be able to thin any part.

Toning comes from low body fat, not isolation exercises. If you want to look thinner, you have to be thinner and your body takes fat from all over equally. A solid diet with cardio exercise will tone everything, including your arms. Shoulder press and pull-ups are the best arm exercises.

There atre many exercises to tone your arms and get the lean muscles necessary to look thinner. The key will be to start with proper diet and nutrition, and based on your starting weight point, you may have to do overall conditioning for overall body weight loss, combined with focused load bearing exercise for your arms as you become leaner.

The easiest way to tone your arms to look thinner is with body weight exercises. Doing 5-10 pullups and 25-30 pushups 3 times a week was enough for me to really slim my arms down. It has worked for many of my friends too!
