You must start with a wiring diagram from a repair manual of your car make. You will also need a test light and start from the problem working backwards.
The best thing to do is to buy a multimeter. A good one can help you test just about every electrical component on the vehicle. Then just go through each in the affected system until you find the cause of the problem.
