Do you need a food license in order to have a home cookie business?

Technically I think that you should have a food license. Having said that, if it is a small business out of your home mostly selling to family and friends it is probably not necessary. As your business grows I would say yes.

Yes you do if you are selling your cookie products to other businesses. However, if you are under the table or selling at bake sales and what not, then no.

Certainly, so that your cookies can be certified that they are made in a very clean, sanitary and healthy environment. You don't want to be shut down on the suspicious grounds that you may have salmonella, rats or bugs in the cooking and etc environment, not to mention that you also have to have a clean bill of health.
