Do you double the baking powder if you double the recipe?

Yes, of course, otherwise you will only get about 1/2 the amount of rise in the dough that you'll need.

Yes you need to double every ingredient for the cake. You will need to vary the cooking time as well but not double it. Maybe make two cakes instead?

You neednot double the baking power. You can add a reasonable quantity of baking power. You might have read a recipe and you wish to prepare double quantity.
