Any bone, including the skull, can become fossilized, over thousands and thousands (or millions!) of years, buried in the right conditions, as the minerals in the bone are slowly replaced with minerals from the environment. It's a process that occurs under only the perfect conditions.

A skull can definitely become a fossil. All fossils have to first have been living things. Bones are very commonly found as fossils because they allow for the fossilization process to occur more easily.

A skull can always be a fossil because a fossil was first a living thing. They are found in different places of the world. You never know one could be under your feet.
