Inferential statistics can be used to make conclusions beyond the data. The data being used in inferential statistics is selected to deal with a larger populations, compared to the immediate used in descriptive statics. For example, definitive statistics study a group of seniors in city X. Inferential statistics will consider the entire city of X to find the extenuating data.

Yes. The whole point of statistics to to find trends that are shown in the data and attempt to predict what future trials will produce. Remember that to infer means to use existing information to draw conclusions.
