The easiest way to find out if an electric frying pan is allowed in a hotel room is to research the hotel, find out what their rules state or ask them with a phone call. If a microwave and/or coffee maker are allowed I would guess the answer is yes.

You should be able to especially if there is a stove in it. Just be careful not to set off the fire alarm.
