The flow valve on a water main is a simple concept. If it is paralell to the pipe you have flow. If it is crossing there is no flow.

You have to know where it is before you attempt this. Water mains for a home are USUALLY located in the basement, but this isn't always the case. They're usually in the utility room area or where your hot water heater and other things are. You then have to turn it until it's off.

I would take a pair of blot cutters and go cut the lock off and then that a wrench and turn the knob to on and the water should come on.
