Yes, windmills can still be used to generate electricity, on a single home or commercial scale. No, the commercially-available single home kits are not sufficient for all your energy needs.

You have to check with the town or city ordinances (depending on where you live.) Make sure you're allowed to install one. They are very expensive, and unless you plan on staying in your house for quite a few years, you will not make your money back.
