As a liquid, shaving cream is subject to the Transportation Security Administration's 3-1-1 rule. You can have no more than 3. 4 oz (100 mL) of any liquid, and all such liquids must be in one quart-sized clear plastic zip-top bag. Each passenger may carry only one such bag. A trial-sized contained of shaving cream would be suitable.

You can have aerosol shaving cream in your carry on as long as it is less than 3. 4 ounces, otherwise you have to check it.

According to the TSA this item is not allowed to be carried on. It is considered a explosive material, therefore, not allowed in carry-on or in your below the plane storage.
