If you are in Norway and apply for Norwegian citizenship, you must relinquish your former citizenship. Norway does not allow dual citizenship. If you are Norwegian and apply for U.S. citizenship, you can maintain your Norwegian citizenship as the U.S. does allow dual citizenship. When traveling, however, you would travel under one citizenship, not both.

Last summer the rules about citizenship and holders of dual citizenship where tightened considerably, and where nobody checked or bothered you if you kept a dual citizenship after acquiring Norwegian citizenship before, they now check and demand documentation that you have relinquished your old citizenship. This is not going to change anytime soon.

Dual citizenship is not permitted in Norway. I am assuming in answering this question that the word "duel" has been misspelled and the question intended to use the word "duel". In order to obtain citizenship in Norway, one must renounce his/her then-current citizenship and then successfully obtain citizenship in accordance with Norway law.
