When a water spout forms over a large body of water it not only picks up water it picks up fish and thus it rains fish.

Maybe when someone says it is raining fish it is kinda like saying it is raining cats and dogs. It is just an old saying and it has no true meaning to it.

In some areas when it gets so hot and the water from streams and ponds evaporate rapidly there has been evidence that small embryos and larvae have in fact dehydrated to be rehydrate in the clouds and fall with rain. Explaining raining fish!

This can happen when a tornado passes over a body of water, turning into a "water spout". The twister pulls up water, and anything that happens to be in it including fish, frogs and plants. When the tornado ends, anything it had pulled up from the water will "rain" back down.

Raining fish occurs when there is a water spout, which is essentially a tornado over the water. If the wind speed is high enough, fish and other things will be picked up into the waterspout and then they "rain" back down.
