You can turn the CO2 pump off for up to 12 hours if the tank is at least 5 gallons. The water will be fine for that short period of time.

Yes, you can turn off the air pump and it will be fine. I'm not sure why you would have a CO2 pump anyway. Fish breathe oxygen, not CO2. You may mean just a normal air pump (normal air is 20% oxygen anyway). While this MAY make your fish healthier, it's certainly not mandatory.

It is not recommended, it can cause stress on the tank and an unbalanced fished tank. You may want to try a less noiser model or brand.
