Yes you can, it actually happens all the time. We are an "at-will" employment society, we are not obligated to work for anyone. Just be careful that you do not burn any bridges, especially if you've been using a headhunter or employment agency to help you find a position, you never know when you will need them again.

Yes, but don't expect them to very happy. They have put alot of time and money into the hiring and they will need to start the process all over again. They will probably never hire you again.

If there is no bond signed by you,which requires to give your services for the company for atleast some specific duration,then only you can reject a job offer.

Yes, you can reject a job offer after accepting it. However, you will not be eligible for unemployment if you do so. You will also be required to pay back any signing bonus you were paid. You have the option to refuse it, but be careful of your reasons for doing so.
