Can I get guardianship of a minor in another country?

It depends on the laws of the country that the minor resides in. Generally a guardian would need to live with the minor and hence they should not be apart. To bring a minor into the United States, even if you are listed as legal guardian, you will have to formally adopt the child.

Certainly, but if the minor is a citizen of another country you will have to go follow that country's laws and procedures to seek guardianship.

The laws in the US would see that as being only if you are the biological parent of the minor child. If that is the case, and the other party if for some reason is decease, then it should be no problem with you obtaining custody of your minor child.
