No. The developing birds cannot generate enough heat on their own and require it from another source. If they do not get it, their metabolism slows until it stops completely.

They can survive and hatch normally, but the key is that they need to be kept warm. The reason why the mother is important in the egg hatching process is simply because she sits on the eggs all days and keeps them warm with her body heat. Without the mother, you will need an incubator.
