Yes, several states offer amnesty programs. Also, any person can apply for a green card, as long as they disguise the fact that they are, in fact, residing within the country they are illegally in. The application process is long and extensive, but it is indeed possible, especially with help from the home country.

Yes. An illegal immigrant can become legal. But there are several ways to do this. Either by marriage, or by naturalization, or by seeking political asylum/refugee status etc. There are different rules for different countries.

It is very difficult for someone who is in the United States illegally to become a legal immigrant. Generally, the only way is to qualify for political asylum, which is rarely possible. The only other way is to sneak out of the country and re-enter legally, but this may not be practical.

Yes of course. Go back to the country where you came from and apply as an immigrant like anybody else.
