Yes, there is a margin rate of increase in having twins if there is from fraternal side. The chances are fairly better.

No, in order for your chances to be increased in having twins you would need to twins to be on the mothers side of the family. Identical twins are a fluke, it just happens and there is no magical combination to make sure it happens, while faternal twins occurs when the mother releases two or more eggs.

The fact that father is twin will not affect the chance to have twins. The job of male is to provide sperm only, it is the female who ovulate one or more eggs.

Not medical Advice: The general rule of twins is that it is hereditary and from the mothers side. It is the male that decides if you are male or female. It is the mother who can either release one or two eggs. If a mother is a fraternal twin she has a higher chance of having twins.
