Are male goats naturally aggressive?

I have a boy goat that keeps attacking things.

They are, there is no way around it, even neutering doesn't lessen this. They are not "mean" per se, but it is in their nature to be fractious, curious, high energy and generally rambunctious. Aggression increases during breeding season, which is just nature. Overall though, goats are very good livestock, check with your local Extension Service for advice.

Most male goats become aggresive when they begin to mate( i.e their puberty stage).But young and old male goats are not aggresive.

I think so. The male goat of a friend is sometimes attacking parking cars (if he has the opporunity), so she even tells her visitors not to leave the car in the near of the goat.
