Are all of the world records listed in the Guinness Book?

Before setting out to achieve a world record, one must apply. The application and process are detailed at the Guinness site. According to the info published by Guinness, the records are chosen for the book by a panel (not the editor) based on those that are "most interesting, fun and informative."
