Is it a tropical or goldfish by itself in a tank or bowl? If yes, then it is sick. Change the water in the tank and medicate with Maracyn-2. If other fish in tank, they could be fighting. They should be separated or it will probably get worse.

Some fish are more aggressive then others and will nip at other fish's tails. Another reason that your fish's tail looks chewed up might be that the air going into the tank is too high and is tearing the tail this may happen with fish that have larger tails.

This could be caused by aggressive fish nipping the tail, or fin rot. If it is fin rot, it should be treated by frequent water changes and additives.

Your fishes tail looks all chewed up for the reason that it probley has been getting chewed on by the other fish. If you have more aggressive fish i the tank you might want to separate them because otherwise those fish will eventualy end up killing that fish and that would suck.
