Dogs lie on their backs primarily to show subservience to a dominant "pack leader" (another dog or a human), and/or to show that they are looking to play.

This is usually a sign of submission. However they could just be tires and are laying down. They may also have an itchy back and are scratching it.

A common theory is that they are showing submission; when they think that they have done something to upset their owners, they lie on their back to show respect.

For a dog, laying on its back is a sign of submission. Of course, some dogs will also do this just because it feels comfortable.
