Check the paw on each foot, then the foot itself and the knee for injuries. Once you are sure there is no injury, try to take the dog on a leash in the house so it gets used to the leash. Then take small walks, increasing in distance.

A puppy that does not like walks should be crated. There's an old saying, "Dogs don't poop where they sleep," because they don't. So keep the dog in the crate over night after feeding him, trust me, in the morning, he'll want a walk.

Have patience! I had this problem myself before. If it is unsure of the lead, put it on inside the house and play with the pup normally, including treats. Then 'walk' the dog in the house using the lead and they will become used to that as well.

Start out with very short walks. Give your puppy a treat for going outside and another treat when the walk is over. Increase the length of the walk as he gets used to it.
