You need a business plan that demonstrates that you have considered all aspects of the business and that you or your associates have backgrounds that render you experts in the field. You must consider marketing, financing, production, advertising, staffing, insurance, capital and the like. A business plan will force you to investigate and assemble details.

You can't do anything until you know for sure your products are safe and the ingredients are allowed in the country. If you have ideas you should take them to a chemist to be tested first. Then go to stores and see if they have anything similar and how much they cost and make your decision from there.

You need a business plan. If you are making or re-selling the cosmetics, you will need to draw attention to them so you need to advertise. You need to decide how you will sell like online, in stores, etc.
