In addition to the obvious that you have to be fluent in Spanish and have a complete understanding of the Mexican culture, you need to have all the necessary permits. Also visit a business similar to the one you will be starting in Mexico to see how operations work. Try and network and get feedback from experienced owners.

Unless you are a citizen of Mexico, you will face high taxes, limited property rights, and a lot of paperwork.
