Dandruff is caused by dry scalp and appears as flakes in your hair. Lice are insects that lay eggs in your hair and feed off of your scalp. Lice makes scalp severely itch. To tell the difference, blow into your hair. If the white flakes move it is dandruff. With lice, eggs will be on hair folicles close to scalp.

A lice bug is a six-legged insect the size of a sesame seed; yellowish brown color. Lice grip the hair tightly and cannot simply be washed out. Dandruff is white flakes of dead skin that can be easily moved on and off a hair shaft if you blow on it.

Dandruff is dead skin from your scalp. Lice are are eggs that bugs lay in your hair. Dandruff will flake off when you shake hair, but lice will stay attached.
