If you enter your PIN incorrectly three times, the phone will ask for the Personal Unblocking Key PUK as a security measure. Contact your network operator to get the code.

PUK is unique to each SIM card. It's requested when someone has entered the wrong PIN code too many times. Call Vodafone helpdesk and request the PUK-code.

PUK stands for PIN Unlocking Key which your phone will request if you fail to correctly answer a PIN request. To find out your PUK, you can get in touch with Vodafone via telephone or view it on the Vodafone website if you have an online account. If you enter this code incorrectly your phone can be permenently blocked.

Maybe because you block your phone and if its asking for a PUK its the only way you can active your phone again. It's a Pin Unblocking Key.
