If your savings bond has been stolen, you should file a claim with the U.S. Treasury. This can be done on Form 1048. The form asks for the issue date, face amount, and serial number, if known, as well as identification information for the bond owner and details of when or how the bond was stolen.

No one except the person whose name is on the bond can cash it. Report the stolen savings bonds to the Treasury Department and they'll issue new ones.

if you have hade your savings bonds stollen the the best bet would be to close the account with your savings in it down and tell them your reasons for closing your account down then phone the police and make a repoet
