No, it is made up of bone. Sternum is a flat one which is locted in the anterior chest of every person. It comprises of Manubrium strnum,body and xiphisternum. It is cartilagenous when you are young, when you grow it is converted into bone. It connects the two sides of the ribs and become the part of ribcage

The adult sternum is made of bone, but the ribs attach through cartilage to the sternum. The sternum begins life as a cartilaginous replica and gradually turns into all bone at skeletal maturity.
