If the attorney general issues a non-prosecution affidavit, what does this mean?

This is a form signed to drop charges, most often used in domestic cases. I am surprised to hear of the AG doing so, as it seems to me this circumvents the wishes of the plaintiff (victim). If you don't wish the charges to be dropped, you need to state that, and raise the roof if needs be.

That indicates to me that the prosecutor's office does not intend to prosecute the alleged offense. This is a final disposition of the case and means that there are no further proceedings.
