In spring when the plant is sending out new shoots clip a budded shoot about 6 inches long from the new growth. Dip the cut end in a rooting hormone and place cut end 2" deep in sterile growing medium. Water well. You are successful when new leaves form.

Make sure cuttings have at least two nodules for below soil and a couple above soil. Place in soil and water. You may also root vine in water.

Going along with TwoToneDodge's answer, you can add a rooting hormone powder to the stem, or you can add new growth of willow (twigs, leaves) to the water to quicken the rooting process. Willow contains high amounts of auxin, which is a growth hormone.

Remove some of the bottom leaves from the stem and place in water. New roots should form where the leaves had been. This will make for a higher success rate when the plant is planted into the soil. The more roots you have the more nutrients and water can be sent to the plant.

Well to root the vine, place the seeds in the direction you would like them to grow in. As such, this will help.

You should root a trumpet vine directly into potting soil in a pot. Keep the vine moist and in a shady area until tops begin to grow.
