You can call other pc's using skype software for free, they also have a thing that allows you to dial home telephones but you will have to pay for the call. Also u can call people through yahoo messenger and gtalk.You can see the option of 'call' when you right click on the contact name.

There are several services that allow you to make calls from your computer. Sight Speed and Skype are two of the better known examples. Go to their websites and download their product. I believe you get free to calls within the US. Make sure you have a microphone built into your computer, sign in and off you go!

Contact your ISP to get a voip number. Then configure it on a voip client, like X-lite, Skype or Xpress Talk.

Simple, basic need is a INTERNET, then you can call via Yahoo messenger, Google talk, Skype etc. Sign in and then use the call options provided by these services.
