If the drive has a powered tray (most CD/DVD drives), check the power connector on the back of the drive. (I'm assuming the eject button and eject command from the PC don't work.)

All cd, dvd or blueray drives do have a little hole at the front of the drive. Use a paper clip, a needle or some other tiny thing fitting in that hole and sensitively press. This will unlock the drive and after that you could pull off the drawer and remove the disk.

There should be a small hole on the front cover of the drive-- if you unbend a paper clip(or something of similar size) and push it in the hole it should eject the CD tray.

There might be an issue with either the button, or the motor that opens and closes the tray. If you take a paper clip, bend it flat and straight, look for a hole the size of a pin or so. Press inward, and you should be able to open it.
