Can you pass an STD while it is dormant, like Chlamydia or Syphillis?

In general, diseases don't go 'dormant'. The symptoms may cease in the host, but usually they are still infectious in some form or another. So yes, you can pass it on.

If a sexually transmitted infection has not been fully treated, it may be transmitted to another person even if symptoms are not present.

Yes, although it is slightly less likely, the diseases can still be transmitted even when they are dormant. "Dormant" refers to the state of your infection, not transmission.

I've heard that you can. Once you have a STD it is in you body you can give it to people. Go see a doctor.
