You can give an infant a life vest. That still will not prevent they baby's head from possibly bobbing in and out of the water though. I would not guarantee full drowning protection.

There are infant life vests. They are about the same size as a baby, which is a little awkward. It should definitely have a head float and be USCG approved.

Yes you can get a life vest for your baby. Babies have to be safe just like every other person that goes on your trip. If you are too lazy to look for a life vest, then mabey you should find a sitter for your baby, or stay home your5 self.
