If your TV signal is digital and you can get it through a digital connector - such as VGA/HDMI/DVI/S-Video etc, then you may be able to buy a small converter (one of the digital formats to VGA) and use your monitor as a TV. But if your TV signals are analog, it may be relatively tougher.

If you have a CRT monitor with a VGA connection, you need a TV-card to your computer. If your monitor has a USB port, try there a USB TV-dongle.

If you have a TV tuner card installed in your computer, You would then attach the coaxial cable (normally would go into a cable box). There would be a program already installed on the computer. I have also seen newer computer monitors that come with the TV tuner installed into the monitor itself, but I'm not sure how they work.

Yes, you can. If you have a tv tuner card installed on the computer. They cost about $30-$50. They basically ad the ability to plug in a coaxial cable into the computer. From there with the right software, you can watch cable tv.
