No, a female dog can't be in heat once she's fixed because a spay surgery involves removing the uterus and the ovaries.

Dogs can have a "false" heat or even a false pregnancy, although unusual. If for some reason they were given hormones, it could stimulate a heat cycle. The customary spotting of blood may not be present, but the dog's vulva will swell and she would accept a male dog just the same.

A dog should not go into heat after a spay, but some dogs may have extra ovarian tissue that the vet missed during the surgery.
