The female may not be willing to breed with a dog in the same pack, she will see him as a sibling and not a potential mate.

Animal behavior is a science. It covers everything from physical body language, to stress and chemical pheromones. If your dogs are not mating you may want to look into stimulating smells, a less stressful environment or a different mate.

A female can be ready for breeding anywhere in the 1-17 days heat cycle. She may not actually be ready. Most likely that is your problem. Some patience and time might give results. Try to keep her calm and not anxious during her cycle.
