Why do we have to dial the area code when dialing a local number?

The "local exchange" (first 3 numbers after the area code) aren't always enough for the amount of numbers in an area. You're using "local long distance" when you dial.

In some areas the original area code needed to be split into two. In order to avoid confusion and misdials the phone company made people use the area codes.
