A good youth ATV comes with all the safety features included. It shouldn't go as fast as adult ATV's, maybe just have a 2 cyclinder. It also shouldn't have room for another passenger to avoid temptation of riding with somneone else. He should also wear a helmet at all times.

There are many ATV manufacturers out there who make ATV's, not many though are approved for children uner a certain age because of many serious accidents caused by children driving atvs. You can check with such companies as Honda, Kawasaki, Polaris, and Yamaha just to name a few. Check their websites for info.
