Capitals change with the times, so its a trick question to nail down to one. If Tibet were around you will want to look into Wenzhuan, or Lhasa. If a valid capital today, try Leadville CO in the United States.

La paz is the capital of the Bolivia and La paz is the highest capital city in elevation. I haven't went La Paz yet but i think i can't live in La Paz.
