Normally girls boobs stop growing when they stop growing which is in their teens. But boob size fluctuates with weight and also when a woman gets pregnant. They slowly get bigger through the 9 months and then they get drasticially bigger after birth when they get milk and they in most cases stay bigger.

Some girls just have small boobs. There is nothing that you can do to make them bigger. Female breasts stop growing when the girl is about twenty one or twenty two.

Girls boobs don't stop growing until about 18 or 19. After that then they only grow saggy but not busty and round. After puberty it slows down a lot and won't really grow much more.
