What would make a bathroom look "Irish"?

An "Irish" bathroom could be done by painting it a nice green color. Apply some shamrocks,ivy and leprechauns either by using decals or painting on with an appropriate themed template.

Green is a color that comes to mind when I think of Irish. You could also try to incorporate 4-leaf clovers in their somewhere. I also think of leprechauns, but that may be a little biased. Try not to overdo the green however, otherwise it is too strong of a color.
