They were a monarchy, though not an absolute one. They had a government comprised of nobles and scholars by appointment of the emperor who presided over it. He was still the most powerful person in the country but had to consult himself with his ministers on certain matters before making some decisions.

A large bureaucracy with the emperor at the top. Confucianism, which says government must be run by moral people and for the welfare of the people became the official philosophy.
